The public consultation on the Annette Road area Liveable Neighbourhood ran from Wednesday 18 June to Sunday, 3 August 2025

Project Update - January 2026

We have been working towards refining the project proposals since the end of the consultation. Whilst some of the proposals require further development and engagement with outside stakeholders such as TfL before a final decision can be taken, there is an opportunity to begin to deliver the benefits of improvements to the Annette Road Orchard based on the standalone nature and benefits of the proposal, and feedback received during the consultation. As such the Annette Road Orchard improvements are being brought forward in advance of the other proposals from the Annette Road area LN consultation.

Works are due to begin on 26 January 2026.

A decision on the wider LN proposals will follow.

The Orchard (junction of Roden Street and Annette Road)

The proposals will enhance the existing `Orchard’ character by replacing the majority of paving with planting areas to create a central space for new trees and low-level planting, whilst maintaining the community growing beds. Perimeter pavements will be retained and (re)surfaced in concrete paving slabs reclaimed from site and re-laid, to provide step free pedestrian access into and through the space. People cycling will be able to travel both ways through the middle of the space on a light-coloured surface. Cycle stand provision has been increased from three to five stands, located on the northern edge of the space. The area under the trees will be planted with a wide variety of low growing shrubs, grasses and wildflowers which can tolerate wet and dry conditions and the partial shade created by the trees. Informal `Play on the Way’ features such as stepping-stones and climbing boulders will be strategically placed throughout the space. Single seating will offer people a chance to rest when moving through the space.

The existing streetlights will be complemented with new low-level park and/or bollard lights to help the space feel safer at night.

Project Details

As part of our efforts to create a cleaner, greener, and healthier borough we want to create a liveable neighbourhood in the Annette Road area.

The liveable neighbourhood will create pleasant and animated streets, where communities can come together to spend time with their neighbours, support local shops and children can play and travel safely. With more greening including plants and trees, improved pavements for those walking, wheeling and using buggies, and reduced traffic volumes, the liveable neighbourhood will transform streets across the scheme area. Having listened carefully to what you have told us during the engagement that ran in summer 2024, we are now presenting our final draft proposals for the Annette Road area Liveable Neighbourhood.

About the Annette Road area Liveable Neighbourhood

The Annette Road area Liveable Neighbourhood is the area around Annette Road that is between Seven Sisters Road, Hornsey Road and Holloway Road, and includes the Harvist Estate. The project area can be seen on the map below.

You have told us that:

• you would like to see pavements improved with more space created for people walking, wheeling and with buggies and mobility aids
• you want to see more pleasant, green public spaces that feel secure and well-lit at night
• streets should be made safer with slower traffic and fewer vehicles
• it should be easier for people cycling in the area - particularly crossing Tollington Road, which is currently not possible
• you would like to see improvements to the existing planted areas on Annette Road, including the Annette Road Orchard.

Our proposals for the liveable neighbourhood are:

4c. Arthur Road one-way entry from Hornsey Road, continuous pavement and greening

4d. Mayton Street continuous pavement and greening

5. Enabling two-way cycling on Annette Road (N): traffic filter from Tollington Road

6. Improving the area around junctions through greening:

6a. Mayton Street and Hertslet Road

6b. Roden Street and Hertslet Road

7. Improving the crossing of Tollington Road to include cycle provision

Vehicle access

The map below shows the implications for vehicle access to the areas which would be affected by the implementation of the proposed traffic changes. Access from Holloway Road and Hornsey Road to the yellow area including Loraine Road, Shelburne Road, Caedmon Road, and also including access to the Waitrose car park, would be unchanged by these proposals.

We will use your feedback to make any final design changes.

We will then take a decision on whether the Liveable Neighbourhood will go ahead.

If we make a decision to go ahead, we expect to start delivering the first project in early 2026.
