    Proposal A - Caledonian Road

    We are proposing to introduce segregated cycling in both directions on Caledonian Road between Camden Road and Penn Road. On the west side of the road nearest City and Islington College, this would be protected by kerbs and would mean the bus stand and the parking on this side of the road (14 spaces) would need to be removed to make space for the cycle lane.

    On the east side of Caledonian Road, the southbound cycle lane would run between the kerb and the parking. There would be a cycle bypass at Bus Stop V near Biddestone Road with a bus stop island created for bus passengers to wait at. When we carried out early engagement on these proposals earlier this year, some people found our proposal for the bus stop bypass difficult to understand, so this time we have made our consultation drawing clearer and we have provided an image of a similar example. Safety concerns were also raised about people crossing the cycle track, the space available at the bus stop and of the behaviour of people cycling. In this version of the proposal, we have slightly increased the size of the bus stop waiting space, we have reviewed the placement of the tactile paving to help guide people across the cycle track and we have added features to draw attention to the crossing point and encourage slower cycling speeds.

    At Widdenham Road we are proposing to add tactile paving where this is currently missing.

    A new pedestrian zebra crossing and parallel cycle crossing would be created on Caledonian Road at the junction with Penn Road, north of Penn Road Gardens. In our previous proposals, we set out changes to vehicle access and egress here. Many people expressed concern about these, and made reference to historical safety issues with the geometry of Penn Road and loss of local amenity space.  We have moved the proposed parallel cycle and pedestrian crossing on Caledonian Road slightly further north, maintaining vehicle movements on the north spur of Penn Road on to Caledonian Road. The south spur of Penn Road would remain closed for general traffic. 

    Some responses to our early stage engagement mentioned the proximity of parking to Penn Stores convenience store would be an issue due to passing trade. The nearest parking bay is approximately 15 metres from the store entrance. We carried out surveys and reviewed the design and availability of parking to the north side of the store in light of the amended crossing location. Unfortunately, due to the volume and observed speed of motor traffic on Caledonian Road we need to lengthen the “no-stopping” zone on the road before the crossing to  provide good visibility for traffic to stop safely at  the crossing, limiting our ability to provide more vehicle parking. However, we are proposing to convert the resident permit holder only parking bays on the east side of Caledonian Road north of Penn Stores to shared use pay by phone and resident permit parking. We are also proposing one short stay only bay near to Penn Stores.

    Some parking is proposed to be removed on Caledonian Road near Stock Orchard Crescent (six spaces) in order for the bus stand to be relocated. We are also proposing to remove the guard railing near the south spur of Penn Road Gardens in order to make the parking bays more accessible and allow us to relocate the cycle stands here and provide a clearer footway. The bollards between the existing guard railing would remain.

    Proposal B - Penn Road

    In our early engagement earlier this year, we heard a number of concerns about changes to vehicle movements on Penn Road, north and south of Penn Road Gardens. As a result of moving the proposed parallel cycle and pedestrian crossing [link to Proposal A] on Caledonian Road slightly further north, we have been able to maintain existing motor traffic movements on Penn Road either side of the Gardens. Therefore, vehicles would continue to exit from the northern arm of Penn Road.

    It is proposed to remove one vehicle parking bay (approximately five spaces) from the north side of Penn Road nearest the junction with Caledonian Road in order to make space for people cycling to access the realigned crossing.

    It is proposed to widen the footway and remove approximately three parking spaces opposite the western entrance to Penn Road Gardens, outside numbers 51 and 52 Penn Road, in order to provide a crossing and better access to Penn Road Gardens.

    Contraflow cycling would be permitted along Penn Road, with cycle symbols marked on the carriageway to alert people to the presence of cycling in both directions, but not segregated from other traffic. An image with an example marking is shown below.

    At the western end of Penn Road near Hillmarton Road, kerb changes are proposed to accommodate protected contraflow cycling on the approach to the junction. No trees, benches, cycle stands or public refuse bins are proposed to be removed.

    In our earlier proposals, we set out plans to remove seven parking spaces here. Our updated proposals do not require this so no parking is proposed to be removed outside the church and vicarage on Penn Road.

    Proposal C - Hillmarton Road

    We have updated our proposal for a pedestrian zebra and parallel cycle crossing on Hillmarton Road, connecting Hungerford Road and Penn Road.

    When we set out our early proposals which included a banned left turn from Hillmarton Road to Hungerford Road, people raised a number of concerns, including:

    • The impact of displaced traffic on Hartham Road and Beacon Hill.
    • Vehicle speeds on Hillmarton Road and the visibility of cycles.
    • More regular use of the church gates than might be expected.

    We are now proposing to maintain the left turn movement for general traffic from Hillmarton Road to Hungerford Road by changing the layout, removing the central median island and widening the footway. We are proposing to narrow the lanes on the approach to the new crossing to slow speeds and improve visibility between users. This has also enabled our proposals for additional cycle parking here, in response to requests in the early stage engagement.

    Proposal D - Hungerford Road

    The cycle route on Hungerford Road is proposed to be marked with signs and symbols on the road, but not segregated from other traffic.

    At the junctions with Middleton Grove and Corporation Street, we are proposing some footway buildouts to help improve visibility between users, slow the speed of traffic, and make it easier to cross the road. These buildouts will feature dropped kerbs with tactile paving, and space for some planting. This will involve a small reduction in on-street parking space, about 13 metres in total (2m on Middleton Grove (southeast corner), 7m on Hungerford Road (northwest side), 4m on Hungerford Road (southeast side)).

    One parking space is proposed to be removed at the western end of Hungerford Road, on the approach to the junction with York Way. This is to help people cycling access the advanced stop facilities at the York Way traffic lights.

    People cycling would use existing facilities to cross York Way and join the existing cycle route towards Camden.
