As part of our commitment to making Islington a greener and healthier place, we are working to improve the environment in Islington by improving air quality and promoting the benefits of physical activity through increased walking and cycling measures, ensuring that everyone in the borough has the same opportunity to access transport.

Dockless hire bikes provide a flexible, healthy and affordable travel option for people living, working and visiting Islington and we have seen a significant increase in the use of dockless hire bikes in the borough in recent years. We want to make it easier for people to use environmentally friendly, healthy transport options, while keeping our roads and pavements welcoming and accessible for all people who walk, cycle and use buggies or wheelchairs.

Introducing hire bike parking bays supports our efforts for a more equal borough. By repurposing existing vehicle parking bays, we can provide dedicated parking spaces for hire bikes which will help keep pavements clear of obstructions and support hire bike operators to better enforce appropriate parking.

Proposals for new hire bike bays

From August to September 2023, we held a public consultation on a pilot of ten designated hire bike parking bays.

Following the success of this initial pilot, we are now proposing to implement a borough-wide network of designated parking bays.

We will be delivering bays across the borough in three phases, with the first phase implemented by Winter 2024/2025. Sites for proposed bays have been selected based on a number of factors including:

  • ride data from hire bike operators,

  • areas of high usage,

  • areas with poor parking behaviour or access concerns and;

  • proximity to popular destinations such as train stations, shopping centres, parks and squares.

Implementing this proposal will require repurposing some on-road parking bays into hire bike bays. Each converted parking bay (approximately 10m) will hold space for up to twenty hire bikes.


Phase One hire bike bay consultation

In September 2024, we wrote to residents in the local community with details on how to provide feedback on 84 proposed hire bike bay locations as part of a statutory consultation.

We have carefully considered all feedback received during the consultation and will be progressing with 79 of the proposed hire bike bays under a permanent Traffic Management Order (TMO).

The Phase One Consultation Outcome’ document which can be found under ‘Useful Documents’ on the right hand side of this page outlines which hire bike parking bays will be implemented, and which bays will not progress at this time. As there is demand for hire bike parking in these areas, we will revisit these locations during the subsequent phases of the hire bike bay implementation programme and identify sites in the area that can support hire bike parking.

Please note: letters distributed from 15 November to residents living near a proposed bay stated that 80 bays would progress as part of Phase One. The proposed site no. 18 at 63 Charterhouse Square will now not be progressed at this time as we carry out further feasibility. We apologise for any confusion.


Next steps

Implementation of Phase One bays

Works to install the 79 Phase One bays will take place from 25 November 2024. Delivery of the bays will be ordered by area and is expected to conclude in early January 2025, barring any unforeseen circumstances. There will be a pause in the works over the winter holiday period from mid-December.

Please note that the dates above will be worked to as closely as possible but may be subject to slight change.

Impact of the upcoming works

Converting the existing car parking bays to designated hire bike parking bays will require the introduction of new markings on the road and the installation of bollards to mark the border of the bay.

There will be no traffic restrictions as a result of the works. You will be able to access your property and receive deliveries and visitors by vehicle as usual.
