Background

Islington's 2023-2025 waste and recycling reduction plan sets out our goal to recycle 40% of the waste collected from households in Islington, to help create a cleaner, greener, heathier borough.

To achieve this goal, we are committed to:

  • Providing all estates with enough recycling bins so that residents can recycle at all times
  • Placing recycling bins in a convenient location for residents
  • Maintaining recycling facilities to a good standard
  • Engaging with residents to achieve higher levels of recycling on our estates

By focusing on the objectives noted above, we aim to make it easier for residents to recycle more.

The council plans to spend £2 million over the course of three years to ensure facilities on estates are clean, well-maintained and easy to use. Therefore, this project is not rechargeable to residents.

Popham Street Estate

Popham Street estate has several fly-tipping hotspots, but the ISHA (Islington and Shoreditch Housing Association) bins on Dibden Street is the most problematic area. This makes the estate look untidy, dirty and attracts more dumping.

The aim of this consultation is to:

  1. Understand if the door-to-door collection service is fit for purpose and make any improvements to the service to maintain a clean estate
  2. Understand how we can make it easier for residents to recycle
  3. Learn about the fly-tipping issue on Dibden Street next to the ISHA (Islington and Shoreditch Housing Association) bins and gather feedback on how this problem can be resolved

The Recycling and Housing team have worked together to explore different service options that can tackle the fly-tipping issue, while increasing the amount of recycling collected. We are keen to have input from the local residents living on Popham Street estate to understand the challenges they face and which of the proposed options will serve residents best.

Proposal 1: Installing communal recycling bins as a replacement to door-to-door green box collections and keeping door-to-door refuse collections.

  • We will install recycling bins across the estate as a replacement to the green recycling boxes, meaning the communal bins will be used to recycle. This makes it easier to get rid of larger items of recycling and you won't need to store recycling in your home or in the bin shed beside your front door.
  • Refuse sacks will continue to be collected by your front door.

Proposal 2: Installing communal recycling bin plus separate cardboard bins as a replacement to door-to-door green box collections and keeping door-to-door refuse collections.

  • We will install communal recycling bins and separate cardboard bins as a replacement to your green boxes, meaning the communal bins will be used to recycle.
  • A long narrow opening on the cardboard bin makes it easy to get rid of cardboard boxes without having to break it down. Communal bins remove the need to store recycling in your home or in the bin shed beside your front door.
  • Refuse sacks will continue to be collected by your front door.

  • We will install communal refuse and recycling bins to provide extra space to get rid of rubbish.

Proposal 7: Keeping the door-to-door refuse and green box collections as they are. Residents are required to use their bin shed to store their refuse and recycling before collection.

  • Door-to-door collections will stay the same.
  • Residents will need be required to use the bin shed beside their front door to store recycle and refuse ahead of collection. This will help maintain a cleaner and tidier estate.

We'd like to welcome residents living on Popham Street estate to complete the survey and leave any additional comments you have about this topic in the final question of the survey. This should take between 5 to 10 minutes to complete.

Popham Street estate includes Barnston Walk, Copford Walk, Dunmow Walk, Elder Walk, Fairstead Walk, Inworth Walk, Maryland Walk, Peldon Walk, Popham Street, Redford Walk and Terling Walk.

How we will use your feedback

Once the consultation is closed, we will review all responses, identify the preferred proposals and explore if any suggestions submitted are feasible to implement.

We will then communicate the final proposal we will be moving forward with to residents in December and implement changes in the new year.
